Because of the close proximity of Connecticut to Massachusetts I

There are some mental services offered by the Arbour Health System and
after phoning them, confirmed that they have russian speaking mental
therapists. They do not handle patients who are not hospitalized
however.

This was the closest I got to finding a Russian Speaking mental
therapist using the following search:

Suggestion for researchers would be to find the yellow pages for
