What is the most turnkey, inexpensive software solution(s) to create a
website for my town that enables users to:

schedule things like sports practices (time & place)
interactive message boards
online anonymous bidding for local used items
contribute their own content (templated, text only)

I have and know how to use Dreamweaver, ftp software, and I have a web
host.

Hello stupidsexyflanders,

What a great idea!

Now comes the fun part of deciding which language you prefer to build
your foundation on. PHP is the most popular choice by far today, as it
is highly flexible, and is sure to grow as your site does.

Perl on the other hand has been around for a long time, and offers
many of the same features that PHP does. Perl is a little more
*cryptic* of a code, but many of the programs I will list simply need
an install to get them going, and you'll never have to touch the code.

Some of the software I will list will be free, and supported by the
Open Source community. Don't let the price tag fool you. The features
are there to be found - you'll just need to view the sites. Many of
them will require you to visit their software project sites to peruse
for 'add ons' that will allow you to add every feature you are looking
for. All of them make use of Mysql for the backend database, and some
offer support for other database systems.

This one allows you do everything via a web based control panel,
including no writing of HTML. Really neat software. You'll have to
find a port or addon for the anonymous bidding part, but this may be
the best bet for a do-it-yourself type of application.

The tough part about your request is the online anonymous bidding.
Most of the free software systems I have listed, allows members of
your community to register with the site and customize the pages. You
will need to search within each free community to find the addon that
you need to add this feature. In your case, the best bet may be PHP,
and to contact ezPublish as they have numerous clients with very
unique sites.

Should you decide to use any of the above software, this community
below will be able to make you an auction type add on for relatively
cheap (less than $150, sometimes much cheaper):

Script Lance
Site that allows you to create a project and have freelancers bid on
it. Good for your anonymous auction add on.
