I need a Calling Card.
main criteria in order of importance:
408 area code origination
US long distance cost = prefered no more than 4c/m
Intl to israel = prefered no more than 7c/m
ability to conf call (mainly need to be able to have a 3 way conversation)
seconds rounding (not minutes)
itemized billing
online billing  
no monthly fee

Hi,

I know from researching calling cards for myself and briefly looking
at Israel rates that it isn't likley that you will find a single
card/plan that meets all your criteria - especially the second
rounding and conference call feature. You rank ordered your
preferences, but didn't specify which ones were must haves, so I
hesitate to post what I have found as an answer in case it does not
meet your criteria.

I can tell you that one of the best plans I have found (and use) is
via
http://callingcard.com. They offer:

408 area code origination 
US long distance 3.5c/m
Intl to israel 8.5c/m
itemized billing 
online billing   
no monthly fee
no per call surcharge
minute rounding (but not 3 minute rounding as do many int'l cards)

but they do not offer:
ability to conf call (mainly need to be able to have a 3 way
conversation)
seconds rounding (not minutes)

There are certainly many calling cards that offer much lower rates to
Israel (such as 4.5 - 6c/m), but they mainly bill in 3-minute
increments and are traditional calling cards that do not  offer online
billing and itemized billing.
