This website doesn't let you search exclusively for wines from Chile,
but I thought it might be useful seeing as how it's a Canadian site. 
One can use a text search (Ctrl-F on many browsers) to find "Chile" on
each page, but you'll have to check each month's reviews separately.

Ah, I was thinking simply "best" and not "best value".  Wine Pros
makes this more difficult, as they don't let you see the price on the
summary listing.

Epinions.com lets you sort entries by price, at which point you could
look for low-priced but high-rating wines - but, in practice it
apparently doesn't work, because it only lists eBay as a place to
purchase Chilean wines, and has no price entries!

I tried a couple of revised searches, and found some more useful
sites:

Hobokeni.com - Los Vascos wine review

It's only one wine recommendation, but it indicates that this is a
very good value wine.

The Wine Reporter - Best Values

This site looks like exactly what you're looking for - wine reviews
that you can sort and compare, with a specific category for Best Value
wines already sorted by country.  They list two wines from Chile under
this category.

Also, Wine Pros book listing came up, mentioning Oz Clarke's Pocket
Wine Guide 2003.  This book has a list of Top 20 Best Value Wines, of
which two are from Chile.  You'd have to find the book to see which
wines those are, though.

Yes... This is just what I was looking for. THANK YOU

No comprehensive list, so I'll just comment. I have quite enjoyed a
Chilean brand called "Prosperity," not least because of their
amusingly merry proletariat label of happy grape pickers standing tall
in the vineyards. The wine itself was quite good. The wine I had was a
merlot, but was not vintaged. I don't know if they have vintage wines.
I also don't know whether it's available in Canada. If you see it,
though, I'd recommend it.

of "Prosperity" could you report the winery name. Thanks for taking
the time to respond.

My recollection is that Prosperity is Argentinian..
