"General Order #33, War Department 45" and that a paragraph or
statement within it establishes the time and geographic limits with
participating elements for a particular campaign. For example,
Naples-Foggia would be officially recognized by the War Department by
inclusion within a General Order after the fact. This is the
foundation of the Campaign Streamers on Army unit flags. They are also
the basis for Campaign (battle) Stars on the theater ribbons. "GO 33
WD 45" is simply an example of a cite of the General Order that
contained the establishment of a recognized campaign."
General Order 40 appears to an all encompassing
military order that (among many other things)
addresses medals and citations, etc.
