signpainter,

Codeine is classified as a Schedule II controlled narcotic substance
by US DEA. As a controlled substance, it is not available over the
counter in the United States, nor without a prescription by a licensed
physician. Can I provide a substitute OTC option or more information
on controlling a cough?

I just thought and realized you may be thinking of Terpin Hydrate with
Codeine. At one time, this was available without a prescription and
pharmacists would keep it behind the counter because of, funny enough,
the alcohol content (80 proof this stuff). It is no longer available
over the counter, though some physicians still prescribe it.

From: http://www.wright.edu/admin/fredwhite/pharmacy/cough_remedies.html

"The third cough suppressant which I somewhat hesitate to mention is
codeine. Most people are under the impression that codeine can only be
bought with a prescription. However, the State of Ohio Pharmacy Board
allows that a person may go to a pharmacy and purchase four ounces of
codeine-containing cough medicine. In general, most pharmacists would
be reluctant to sell codeine to people they do not know for the
obvious reasons of abuse. However, if you are on good terms with your
pharmacist and you have a really miserable cough, a pharmacist might
be willing to sell you codeine-containing cough medicine without a
prescription."
