glad you took the time to look into it.

Phone numbers are a priority...

You won't find a single contact number for each city, rather there are
separate numbers for each owner/contractor.  TThere are a number of
large services specializing  in billboards that usualy have quite a
few in a region or nationaly.  Depending on whether you are looking
for specific locations, or have other criteria, you might need to
contact several places.

holstein-13 - 

A large advertising agency would be able to set you up anywhere and do
all of the coordination for you.  Of course, this would come at some
cost.

Otherwise, as bobthedispatcher has pointed out, you will have to
contact multiple billboard owners in each city...

The phone number for a 'large advertising agency' that covers multiple
cities will be fine. Or the phone numbers of numerous agencies in New
York and LA.

Finally, an area where I have experience.  I know this because I am in
the business.  In the Houston market, another company to contact is
SignAd http://www.signad.com, (713) 861-6013.  They are a local
company that have prime spots and should be cheaper than clearchannel.
 Pricing range from $2K-$6K. Remember that billboard prices are
negotiable.  Haggle them down.
