Do you have a list of CIO's in the Silicon Valley?  Both High-Tech and
otherwise.  I'd want name, email, phone number.  If you have a robust
list that also includes direct reports that would be great.

The minimum size list that I'm looking for is 150 CIO's.

This sort of list can be readily generated from commercial on-line
mailing list services (though they don't all include email addresses),
and the cost runs from about 50 cents to a dollar per listing (i.e.
$75 to $150 for a list of 150 names).  Are you willing to spend that
kind of cash?  If so, I'm sure one of the Google researchers would be
glad to walk you through the process (or I will, if no one else
replies).  Let us know.

Thanks for the quick response.  So would you generate the list for me
or would I have to do that myself?  Also, if I wanted names of direct
reports to the CIO would that be an additonal $.50 to $1.00 per name?

On a related but slightly different search, I'd also be interested in
a list of companies in the Bay Area who have outsourced their IT
organization to an oursourcer like EDS or IBM Global Services.  Is
this something your team can do?

Having a Google researcher generate the list is possible, but
problematic.  Google discourages questioners from posting their email
address, so direct communication of a file to you would be difficult. 
Posting a mailing list here (on the answers page) might run afoul of
intellectual property rules.

There might be a way around these problems, but you first might want
to try to generate a list yourself.  Take a look at zapdata.com and
walk through their step by step process for generating a list -- you
specify geography, job titles, contact information, and they'll tell
you how many records pop up.  If you then want the list, you pay them,
and the make it available in a variety of formats.  They have
telephone help during the week.

Another site, with similar service specific to Northern California is
http://www.norcalcompanies.com.

At most sites, you can specify that you want not only the CIO's
contact information, but any job title that's listed in their data
base -- Director of Technology, etc, but they don't specify whether
the title is a direct report to the CIO or not.  Each additional name
will cost ya (...surprise!)

Lastly, I haven't seen any specific information on outsourcing and the
like.  But zapdata can provide detailed estimates of the scale of IT
operations at a site -- number of computers, LAN/WAN information, etc.
