Hello partner-ga,

For some reason, most courts in the United States have not posted
opinions from cases before the time of the World Wide Web. The
Federal Circuit, for example, has made available only the cases since
August 1995.

"Court Opinions"
U.S. Court of Appeals for the Federal Circuit
http://www.fedcir.gov/#opinions

"United States Court of Appeals for the Federal Circuit"
Georgetown University Law Center: Edward Bennett Williams Law Library

I tried several searches to find the case on the Web, using several
search engines, with no results. (The searches I tried were: "778 F.
2d 783"; frantz opm; frantz "office of personnel management"; and
frantz office pers. mgmt.) The problem with pre-Web-era cases, it
seems, is that only a small percentage are posted.

However, you can find the case online. You should be able to obtain
the case for free by signing up for a free trial of Loislaw (click
"Visitors") or Quicklaw America (click "Free Trial"), or Fastcase
(click "Register"). The only drawback, I think, is that you probably
won't get the West headnotes or West pagination (in other words, you
won't see a page "783" or "786", but some other set of pages), just
the content of the case.

If you want the West headnotes and pagination, you can purchase the
case through "Westlaw by Credit Card". (Click "Register" to sign up
for this service.) The price for retrieving a document is $12.00,
plus applicable taxes.

If you are near a courthouse or a law school, you should be able to
make a photocopy of this case (unless the library is restricted to
attorneys or law students only). Please let me know if you would like
advice on this option, and if so, what courthouses or law schools are
nearby.
