I am playing the SpiderMan PC Game from Activision.  I have just made
it to fighting the Green Goblin for the First Time and Cannot Get Past
this Level.  I keep dying at the point where the Tower is Falling.

How do I get past this?

I recommend that you use a cheat to help you get past the Green
Goblin. You can select one (Godmode should work) from the following

I apologize, I did not realize that Activision made both Spider Man
games, and gave you information on the first game. Please let me know
if the following helps:

"Defeating the Green Goblin while he is on the ground: Shoot webbing
at him, which distracts him briefly. Then, hit him when he is
distracted. This is easier if you use combos to kill him."

I completely understand your frusteration in getting past a particular
tough spot in a game. If you are unable to get this working, you might
want to skip the level in question:

I also found the following information from my gamespot subscription:
Level select
Enter the "Specials" menu and enter IMIARMAS as a code. 

Level skip
Enter the "Specials" menu and enter ROMITAS as a code. Pause to access
the level skip command.

It contains walkthroughs of Spider-Man: The Movie.  Although the
versions listed are not specifically for the PC, the core gameplay
tips will still be relevant.

I believe the level you are on is called "Coup D'Etat".
First, chase off Green Goblin.  You will need to web up the four
pylons before time runs out.
Chase him off again, and web up the support structures again.

The following level you must face the Green Goblin in battle.  Good
