either.

as this is often the actual "name" of the person's computer. In this
case, it looks like "New York City New York" and then 904ins.

Actually, you have an IP (Internet Protocol) address
(that is, a number such as: 199.106.212.15) for the
person and not a URL (Uniform Resource Locator) which
is usually shown as www.somedomain.com.

With just an IP you really don't have much of a chance
to email someone directly.  With a URL you can try to
doing things like name@somedomain.com but that might
or might not work even then.

All of the above said, I doubt the IP address of:

is someone in the Ukraine, as it traceroutes to:

199.106.212.15   nycny904ins.equip.icdsatt.net

address, and probably is either a fixed IP given
to a DSL line (if the IP is the same all of the
time) or could be an IP assigned at the time of
dialup.

An URL actually consists of more than the host name
(www.somedomain.com), it also contains the protocol used to access the
host, such as http (hypertext transfer protocol).
http://www.somedomain.com, or ftp://www.somedomain.com are URLs.
