Where can I find a report or survey with information about the
percentage of the IT/MIS budget .vs. total company budget for
companies (not govt)?

A number of the computer research firms – Gartner Group, IDC, Meta
Group, Hackett Benchmarketing – all track IT spending by industry. 
The best overall breakdown available on the Internet is at Meta
Group's Metricnet site.  The site requires registration but top-level
data is available at no charge:

According to Metricnet, overall private corporations spend 3.61% of
revenue on IT, but there's a broad range between companies.  The data
comes from surveys of 30,000 IT professionals in more than 10,000
companies.  In a December, 2001 presentation, Howard Rubin, an
executive VP at Meta Group, noted that almost half of the companies
were lowering IT spending due to repercussions fro the 9/11 attacks. 
here are the IT spending percentages (as a percent of total revnue)
