The best proxy for the creation of a government is the date of a
country’s independence.  The following table lists the date of
independence for all countries covered in the CIA factbook (this list

A quick glance demonstrates that the US government is not the oldest
of current governments.  Austria, Hungary, France, Ethiopia, San
Marino, Monaco, several Asian countries’ governments – and of course
the United Kingdom! - predate the US government, some by several
hundred years.  If we only consider governments that have operated
continuously and still operate today in the same format that they had
been running for hundreds of years, then the United Kingdom and Monaco
both predate the US government.

Some of the countries have had many different governments since their
inceptions.  For example, the French Fifth Republic started in 1959,
Germany's current government is barely 13 years old.  Hungary's
current government is barely 14 years old.  Great Britain's House of
Windsor came into being in 1917.  Few current governments exceed the
United States' age.  Exceptions include Switzerland and Thailand.

Remark on secret901's comments -

It is not so much the government as it is the form of government - so,
for example, in France dates back to the French revolution.  In
Britain, House of Windsor is not relevant, only has to do with the
genetics of the monarchy - the governmental structure predates US by
hundreds of years.  Also, as you point out, Federal system in
Switzerland also predates US, goes back to 1291.

The constitution as a proxy is not more accurate because many
countries have adopted constitutions without changing governmental
form.  Nevertheless, thanks for adding the link - cismo may want to
consider which method better fits his needs.
