Hello jmoore-ga,
In order to be a real estate appraiser in the state of Idaho, you are
required to obtain a license from the Idaho Real Estate Appraiser
Board (http://www2.state.id.us/ibol/rea.htm).
Information about the licensure process can be obtained at the
Appraiser Board website
(http://www2.state.id.us/ibol/REA/rea%20licensure.htm).
Unless you are already a licensed real estate appraiser in the states
of Wyoming, Montana, Washington, Utah, Oregon, or Louisiana, you will
first have to register as a trainee. The website states the
following:
Please be aware that there is no current requirement to be a
registered trainee. After July 1, 2003, however, ONLY that appraiser
experience obtained as a registered trainee shall be credited towards
the experience required for licensure.
The application for Trainee Registration can be downloaded from the
website (http://www2.state.id.us/ibol/REA/trainee%20application.pdf).
There is an application fee of $250 and a registration fee of $50.
You are also required to have the application signed by a supervisor
that is a licensed Idaho real estate appraiser. So you will first
have to find a supervisor.
I recommend that you contact the Appraisal Institute
(http://www.appraisalinstitute.org/membership/strct_chptrs.asp?state=ID).
They describe themselves as follows:
The Appraisal Institute is an international membership association of
professional real estate appraisers, with more than 18,000 members and
99 chapters throughout the United States, Canada and abroad. Its
mission is to support and advance its members as the choice for real
estate solutions and uphold professional credentials, standards of
professional practice and ethics consistent with the public good.
The Appraisal Institute has two chapters in Idaho:

In addition, the Registered Trainee application requires the
completion of 75 classroom hours of courses related to real estate
appraisal, including completion of an approved 15 hour Uniform
Standards of Professional Appraisal Practice (USPAP) class (including
an exam).
The Uniform Standards of Professional Appraisal Practice class is
provided by the Appraisal Institute. The course description can be
downloaded from their website
(http://www.appraisalinstitute.org/education/course_descrb/410_Sched_2002.pdf).
The description includes the following:
The National USPAP Course of The Appraisal Foundation focuses on the
requirements for ethical behavior and competent performance by
appraisers that are set forth in USPAP. This course is unique in that
it was developed in 1998 and is revised annually for The Appraisal
Foundation with the assistance from the eight Appraisal Sponsoring
Professional Organizations for use nationwide.
There are also several colleges in Idaho that offer real estate
courses and/or programs:
College of Southern Idaho

North Idaho College Workforce Training Center

Online resources:
Cyber U Department of Real Estate

Professional Career Development Institute

Its not exactly clear however if the courses offered by these schools
satisfy the licensing requirement. You may have to contact the
licensing board to confirm. The colleges themselves or the Appraisal
Institute may also be able to provide that information.
The proceeding information referred to becoming a trainee.
The actual licensing is a separate process which requires a national
standardized examination
(http://www2.state.id.us/ibol/REA/rea%20licensure.htm).
There are also additional fees:
Application $250.00
Examination $300.00
Original License $125.00
Temporary Permit $100.00
Annual renewal $250.00
Reinstatement $25.00
I hope you have found this information helpful. Please request
clarification if I have not fully answered your question.
Good luck!
