I did a thorough search but it looks like the numbers are not listed
anywhere or are perhaps not included in Google's index. Perhaps it
would help if you can give additional info regarding the fax, such as
what the message is all about or any other details that you can
provide.

There is a very good chance it is an unlisted number, as many
company's do not list their fax numbers in the phone books (or
online). Actualy, you do not know if it is a person or company, unless
the actual page gives you a clue, and Google's policies do not allow
the providing of personal phone numbers.

A clue to research from though ....
  Many companies obtain phone numbers as a "block" of 2 or more (even
1000) in a row.  for example 555-555-1200 to 1299. or even 1296 to
1310. Then they use the most "atttractive" number for their listings,
but outgoing calls could be on any line.

I assume you have tried calling the number?
or asking your phone company to find out???

Cannot find an exact match, but got one that is close -
there is a Hilton hotel in San Bernadino that has a similar fax number
- Fax: 909-381-4299- i found this at the the following page -

after searching for 4299 and the required phrase "fax 909"

I don't know about the US, but for sure in Canada YOUR phone company
has the possibility (and the obligation if you request it) to contact
the "owner" of this number to ask that they send no more faxes (but I
do not know if this is what you want...).
If this is an harassment, illegal sollicitation or other criminal act,
you can go to your police station an file a complaint...
