OP System W-98 IE 6.0
I can drag a favorite to the top of the list, but after closing and
reopening the browser it always reappears in alphabetical order. How
do I make it stay where I want it?
Also have a laptop at work with IE 6.0. On it I can drag and it will
stay. What gives?

There is a registry tweak which forces IE to sort the favorites -
perhaps your PC has been tweaked/

When you have the list open, just right click any item and select "Sort by name".
