How can I obtain a recent edition of a publication entitled "Digital
Television International" ?

I've found the book:

"Digital Video Broadcasting: The International Standard for Digital
Television"

Is this what you're referring to?  If so, I'll post as an answer and
give all details of where it can be purchased.

My understanding is that this is a newsletter or magazine type of
publication.  It is related to the cable television industry.

Dear margene-ga,

There is a copy of Digital Television International listed in the
British Library Catalogue ( http://blpc.bl.uk/ ), although it lists
very little information on it. The only thing listed is the shelf
number 3588.397545n and the copyright fee of 5 GBP. It is available
through Document Supply for photocopies or interlibrary loan.

 "Digital Television International" does not show up in the ISSN
Register ( http://www.issn.org:8080/English/pub/getting-checking/titles
). Major book & magazine sellers require an International Standard
Serial Number for any serial they sell, just like an ISBN for regular
books. ( "What can I gain from an ISBN?"
http://www.whitaker.co.uk/faq.htm#5 ) This could imply a very small
exclusive circulation or a lack of recent issues.

"Digital Television International" did not show up in either WorldCat
or Ulrich's Periodical Directory (a branch of Bowkers, the American
agency for ISBNs). One magazine that did show up often was "Digital
Television" by Paul Kagan Associates. (

Google:
"digital television international"
"cable television magazine"

Library of Congress ( http://www.loc.gov/ ):
"digital television international" didn't show up.
"digital television" only listed the Paul Kagan Associates magazine.

Google:
"Paul Kagan Associates" led me to kagan.com

Call to Local Library:
Librarian checked Ulrich's Periodical Directory, Periodical Indexes
and WorldCat which showed "Digital Television" but not "Digital
Television International"

Google:
"isbn" 
which led me to http://www.isbn.org , 
where the links page led me to http://www.isbn-international.org/ , 
where the links page led me to http://www.issn.org/ 
Since the search field at the top of the page locked me out, I looked
for national agencies for the US (the Library of Congress) and the UK
(the British Library). Since I had already searched the Library of
Congress website, I checked the British Library and it showed up
there.
