I want to get a copy of API Standard 653 (Tank Inspection, Repair,
Alteration, and Reconstruction).  Is the only place I can get
it is through the American Petroleum Institute's document site and
play $155.  Is there anywhere on the web I can just downloand this,
cheaper or for free?

Oops, the word is "pay" not "play" in my 2nd sentence.

This comment may not be very helpful, but I think you may be better
off looking offline. I remember searching for the API standard for the
design of pressurized vessels (API 620 or something like that) on-line
but found nothing. A trip to the university library got me what I
wanted.
