Hi steveh2-ga,
The application "AecCivilBase" referred to in the error message is
the Autocad Land Desktop. This error is usually caused due to not
having administerator priviliges while installing AutoCad applicaions.
The error you receive could have the following causes :
- CAUSE : The program may not have sufficient privilege to access the
directory in which the application is installed.
SOLUTION : Make sure that the user which tries to run the program
has the required access privileges for all the Autocad folders.
- CAUSE : You did not have 'admin' privileges when you were
installing the program. This could result in certain required data not
being written into the registry.
SOLUTION : Uninstall the application. Then login as an admin user,
and then reinstall it again.
- CAUSE : Your Land Desktop installation may have become corrupt.
SOLUTION : Uninstall the application and reinstall it again. Or you
could select to repair your installation if the installer offers this
option. Make sure you have admin rights while doing this.
- CAUSE : You do not have Land Desktop installed, but the file you
are trying to open contains Land objects which require it.
SOLUTION : You will need to download and install the Land Object
Enabler for the version of Land in which the file was created. You can
download the Object Enablers for free from :

- If the problem is caused due to improper installation, but
doen't get solved afted a reinstallation in 'admin' mode, then you may
first need to remove any registry entries that may have remained in
the registry even after uninstalling the application. You can do this
either manually, or by using a program like Jouni Vuorio's RegCleaner,
which automatically removes all entries pertaining to a specified
