What shoes and top should I wear with a knee length, plaid, woold skirt?

There are various ways to accessorize a plaid skirt, and they all
depend on the kind of look you’re going for.
A more classic approach would pair the skirt with a crisp white
blouse, tights and oxfords or loafers

For a frillier look pair your skirt with a lacy white blouse, and wear
with pumps
For a funkier look try a belly-baring t-shirt, tights in a contrasting
color and Doc Martins.
