Where do I find a folding shopping cart that is lightweight and has
swiveling wheels that does not cost more than $30.00?

There are a lot of folding carts in the Internet but all of them
doesn't have swivel wheels. Just to give you an idea, here's an
example of a shopping cart below $30.00:

It's neat, looks sturdy and durable but it does not have swiveling
wheels.

If you'll settle for this type with no swivel wheels, please verify so
at least I can give you a list of folding shopping carts from $30 and
below.
