Californial License Q & A:
C-53 Swimming Pool Contractor (CCR 832.53)
Can a C-53 Swimming Pool Contractor contract and pull permits for a
patio cover?
No. A C-53 contractor cannot contract or pull permits for a patio
cover.
Assembly Bill 2697 (regarding swimming pool safety) was signed by the
Governor in 1998. Among other things, the bill requires all dry-niche
and wet-niche light fixtures operating at more than 15 volts to be
protected by a ground-fault circuit interrupter (GFCI). Who can
perform the installation and inspection of this work?
The installation and inspection of electrical work in public swimming
pools (required by Senate Bill 873) may be done by either an "A"
Engineering, C-10 Electrical, C-53 Swimming Pool, or a C-61/D-35 Pool
& Supply Maintenance Contractor.

Swimming Pool Service Technician:
Any person engaged in the business or occupation of treating or
disinfecting swimming pool waters, or cleaning, servicing, or
maintaining swimming pools or swimming pool equipment and facilities
in Los Angeles County, must be certified as a Swimming Pool Service
Technician or Swimming Pool Apprentice Technician. This applies to
both public and private pools.
(..)
To become certified, an individual must pass a one-time examination.
To maintain the certification, the Technician or Apprentice Technician
must pay a yearly renewal fee thereafter. To qualify to take the
Technician examination, the applicant must have taken an approved pool
class, e.g., CERTIFIED POOL/SPA OPERATOR'S COURSE (CPO) or other
approved class. Approved classes are listed below. For proof of
attendance in a pool class, a copy of the certificate of completion is
required. No prior experience is required to take the Apprentice
Technician examination.

Independent Pool & Spa Service Association published the following
article by Ray Arouesty: California Changes Law Regarding Licensing
Requirements
Effective January 1, 1999, those performing work costing over $500 in
California is required to be licensed by the State Contractors'
License Board. The news was welcomed by many in the swimming pool
service industry since the threshold had been $300 prior to amendment
of the law. But new disclosure requirements in the law, which apply
even where the cost of the work performed is less than $500, have
raised concerns and questions throughout the industry.
