This is a riddle I need to have figured out.

"A child is born in Boston, Massachusetts to parents who were both
born in Boston, Massachusetts.  This child is not an American citizen.
 How could this be possible?"

The answer is that the child was born prior to 1776, before the United
States of America was formed.
