How do I place a banner advertisement on eBay.  Can't find info anywhere?

Hello phdi-ga,

It appears that only PowerSellers are able to place banner
advertisements on eBay.  The program was introduced in late 2001. 
According to one article, "the service will be opened up to all eBay
sellers shortly"; however, this was published more than a year ago.
