First the good news: You will be able to use your scanner with Windows
XP.
The problem appears to be that you are installing the software that
came with the scanner, which only supports Windows 9x, and does not
work with Windows XP.
If you have a high speed connection, you can download the driver
installation program directly from the HP website (or you might be
willing to download it overnight if you have a slower connection).

Hewlett Packard recommends ordering a new CD as you will see when you
visit the link above: "NOTE: Due to the size of the download and the
time it would take, HP recommends ordering the CD-ROM version rather
than downloading the Web version of the driver without broadband
(Cable, DSL, T1, or equivalent) Internet access." If you order the
full CD, you will also get any applications that came with your
original CD (or an equivalent update) that you would not get from the
download.
If you want, you could also download the program and also order a
CD-ROM because it will take a few days or weeks to arrive. There was
no cost mentioned, but you might have to pay for shipping and handling
of the CD-ROM.
