I need some information on the ethical implications of foreign aid and
debt relief to developing nations.  Specifically, I am interested in
international multilateral and bilateral debt relief policies for poor
countries, focusing on the ethical responsibilities and the ethical
implications of adopting debt relief policies, for Canada, the US and
EU.

Additionally, I am interested in the origins of foreign aid policy
such as those outlined in the Bretton Woods agreements and how those
principles are manifested by the IMF and World Banks.  Also, any information
on the criticism of these organizations and their foreign aid and debt
relief policies would be appreciated. Connections to the Universal
Declaration of Human Rights would be helpful.

Finally, some specific cases where there was clear violation of ethics
would be very beneficial.
