Good Day glocomsys-ga,

One of two things might be causing you trouble:

A) Your network settings are somehow set incorrectly
B) As you suspected, your IE is corrupt or setup incorrectly

I will begin with assuming that IE is the problem. I had some problems
with IE myself, and have found that a clean reinstall fixed a lot of
the problems, if not all of them. A clean install of IE sounds easy,
but it isn't as simple as clean installing most software.

First we will need to remove IE, something that Microsoft does not
want you to do. Microsoft says it is so integrated into the Operating
System, it can't be done right. For more info on this I am providing a
link below this paragraph, but before you follow the steps in the
article, finish reading my answer as there is an easier way to do what
this article suggests (the article is still worth reading):

Web Site: CNN - How to remove Internet Explorer from Windows 98
URL: http://www.cnn.com/TECH/computing/9903/09/removeie.idg/

So, now that you know that IE can be removed, we want to simplify the
task. Go to http://www.litepc.com/prev_lic.html and download the
utility called 98lite. Since I am running XP and Linux, I can't give
you a step by step. I have used the utility on a few of my clients
computers and on mine in the past, so I know it works. If you are
having trouble using the utility, you might feel more comfortable with
the steps outlined in the CNN web site link.

Once you have IE removed, you can reinstall a clean copy. Go to
http://www.microsoft.com/downloads/ and find the version of IE you
wish to install. From here, things should be pretty straight forward.
Install IE, and give it a try.

Although IE might be okay to start with, reinstalling it can fix a lot
of other problems such as incorrect settings. IE is pretty good with
the default settings, and works in most cases "right out of the box".
Reinstalling will get you back to some of the original settings inside
IE (it won't do much for your network, if that is where the problem
lies).

If you are still having the same problem after you have done the
above, your network settings might be at fault.

Obviously I will not require the below information if the above solved
your problem, otherwise I would need to know:

- type of internet connection (cable, dsl, dialup?)
- your internet provider, who is it?
- type of network (direct to modem, router, over lan?)

I would also need to know:

- do you have another web browser installed? if not, did you try
installing a different browser to see if it gives you the same
problem?
- what happens when you enter a dummy domain / leave the domain empty
and try to proceed? does IE start at all one way or another? can you
surf the internet if it starts up?

Please keep in mind that Internet Explorer's settings are all in
Control Panel under "Internet Options". You may want to try resetting
all options back to default if you had a functioning copy of IE in the
past.

I hope you understand the difficulty in trying to solve such a problem
long distance using Google Answers. However, the above should solve a
very high percentage of problems with symptoms you described. If the
solution does not work for you, please provide me with the information
I requested above. This will allow me to explain the next logical step
in getting you back online with IE.

Please ask for a clarification with the requested details should your
IE still not be functioning after reinstalling it.

Regards,
slawek-ga

I suggest you give up on IE and move to Mozilla 1.2.1, I'll happily
post you a CD ROM of it if you are unable to download it from
www.mozilla.org !
