I've looked into the address you mention and found out that:

1 149 Preston Road used to be an ordinary branch of the National
Westminster - in Brighton as the BN postcode would suggest, not in
South West England.
2 It's now listed with British Telecom as the NatWest Debt Management
Unit
3 The phone number given for that address is a general information
number for branches in Brighton, but also in the South West, e.g.
Plymouth.

On the main NatWest website I've found nothing about the address or a
"South West Centre" or the Debt Management Unit.

I'm not sure how we can best help you. Of course we can refer you to
the main website and the general information phone number, but there
is no website for the address you give. If you have any other details
that would help a researcher track down the information you require,
