the newly created Homeland Security Department, many of the jobs you
are speaking of are probably tentative, and some perhaps pending
creation and or/authorization. Having said that, there are few sources
for such information at the moment but when they do take place, they
will undoubtedly be posted publicly, at least for a time, in
accordance with Federal law.
Some position announcements are already beginning to appear. I have

are most likely to announce the positions in public forum. Each of
these links has its own internal search engine, so you will need to
carefully select your keywords and phrases in order to return a list
of the positions you seek. In addition, I recommend that you check
often as each announcement has a posted dated and an expiration
date and new announcements arrive regularly.
Some of the sources also provide a means of submitting a resume so you
can keep your information on file with them. If your resume,
qualifications or personal information changes in the interim, most
also allow for editing or deleting your information as necessary.
Those seeking qualified applicants can peruse resumes and approach the
candidates directly. Most announcement sites also offer a means of
registering your profile so you can receive notification via email
when new announcements are posted. This allows you to get the latest
information as it becomes available without having to periodically
check the site manually.
Application procedures, forms, locations and contact numbers are
provided with each listing. Everything you need to know about the job,
how to apply for it, and what the qualifications are can all be found
on the individual announcements. BE ADVISED though that not all these
positions are permanent appointments. I recommend that you read each
announcement very carefully.

I checked the official statements and press releases from the White
House for 12/17/02 and found no specific references to ADMINISTRATIVE
JUDGES.

however, some mentions of appointments being made by the
administration. There are also no references to the positions on the
DOJ site: http://www.usdoj.gov/.
In addition to what I have already provided, I also found a pay scale
for ALJs in the NRC that may be of interest to you and possibly give
you some ideas as to the salary for these positions:

As you might expect, I am unable to know what sources you have checked
and which ones you have not as you did not indicate this in your
question. Nor can I know what you have already learned about this
issue. Working strictly from the information you provided in your
original question, which requested data on openings, qualifications,
applications, pay rates, how to, where to, when, etc., the links I
have provided are currently the ones best used to obtain the
announcements you are seeking.
As I forewarned previously, this recent re-organization and creation
of new departments will undoubtedly result in new vacancy
announcements that will likely be forthcoming as appropriations for
them are made. If/when this happens, many of them will be announced,
if open to the public, on the FirstGov site in accordance with federal
law. Until such time, there may be no public postings of them. If,
however, the positions are to filled by appointment only, they may not
be listed there. Your question, which dealt with openings was
clearly answered in the best way possible given the current
information available. When new information becomes available, you
will be notified if you register for notification as I suggested in my
earlier answer.
Further attempts to gain data on the new positions you mentioned only
led back to the sources I directed you to in my earlier research,
