i need a clear memory utitlity progrma for my Hp Officejet Pro 1170. 
This is my 4th time asking google the same question.  With NO results
of any kind each time says i have not asked a question.  PLEASE help

Could you clarify what you are trying to do?  Simply removing the
memory from the printer for a minute or so will clear it, and turning
the printer off for a minute or so probably will too.  I assume then
you are looking for something else?

HP had posted on its site a utility that you ran to clear a jamed
memory.  You ran the utitlity it made the light all blink for about 30
sec. then the printer would no longer report that it was busy when you
tried to use it.  Right now when I go to use the printer it reports
that it is busy all the time no matter what you do including unpluging
it.  I have check to ensure proper cable communications with the PC
and that works.  Once that is done tring to do any thing else a report
comes back that the printer is busy.

A quick check of HP's web site turned up drivers, but not memory
utilities.  Perhaps another researcher will have better luck.

The procedure for a hard-reset of an officejet printer is as follows : 

HP Officejet and PSC all-in-one
Verify that the unit is switched on.
Remove the power cable from the back of the machine.
Wait 30 seconds
Press and hold the POWER button on the front panel
Reinsert the power cable in the backside of the unit.

This should clear all documents in the printer's memory.

Clarification is still needed as to the OS ie: Win98 Win2K Linux or
UNIX.
If it's the last two the print queue MUST be cleared first. or the OS
will again load the same queued jobs...
