I am looking for at least one domain name registrar where I can
register and park a domain name and host one page that I can customize
the HTML for for $10 or less for one year.  I do not desire a simple
"Under Construction" page or a page where I can only edit the body
portion of the content, I would need full control of the source code
of the page I would want hosted.  I would prefer that no advertising
information is placed on the page, but I would accept that if no other
non-advertising option is available.

Under $10 a year with a customizable park page is going to be tough. 
How about $11.95 a year with fully customizable park page?

Yes, I know it's tough, that's why I asked here even though I am a GA
Researcher myself!  :-)

Does this $11.95 registrar allow me to upload my own HTML to this
page?  I would prefer that a search for $10 and under continues, but
if after a couple of days I get no response I would accept the lowest
priced registrar that meets my needs.

or around $12.50 if you buy in bulk.

- web forwarding
- IP fowarding (fowards to a site's IP address)
- Add MX records
- Add Cname records

- Web control panel to change settings
- no hidden transfer fee
- no ads on webpage or email

or maybe you don't have to 'own' it? would 'renting' the name be OK?
as there 'might' be some cheaper services that really sting you if you
try to transfer the name.

I've found a service I can use for $12.50.  Since this question costs
$2.50, I would require an answer for a $10 or less service. If this
service is "rental", please explain the limitations beforehand and
I'll decide if I will accept that as an answer.

Thoughts...
I'm sure you are already aware of this, but just incase you didn't know,
most companies offer web fowarding (to free webspace, paid web space or where ever)
Does this not allow you to configure the HTML for a page?

I am looking for the "simplest" solution for my needs. As I would only
need one page, I would prefer to be able to do everything (registerthe
domain and update my one page) through one source.

Hailstorm, since you are a GAR, I'll give you this one for free.
www.registerfly.com has all the features you require, and charges less
than $10 per year. BEWARE, however, their exceptionally horrible
customer service and nearly impossible to navigate website. I use one
or two domains through them for a purpose very similar to what you
have described, and though it works, I am much less than satisfied.

I would much rather recommend www.domainmonger.com, but at $17 and no
park page, it does not meet your requirements. It does have free dns
and stuff like that however, and much better customer service.

Funky,

Appreciate the help, but unfortunately registerfly won't work either,
as the WYSIWYG interface won't allow me to fully customized the HTML
on a park page.
