I'm looking for a low cost (freeware would be the even better) way to
edit gifs and JPEGs.  I don't need to do much creation but I often
need to edit - particularly the text in - image files created by
clients & suppliers.

Thank you for your question.  After researching several freeware
graphic editing applications, the one I would recommend would be
Photoplus 5.5.  In reading reviews and looking at the specs, it
appears that the capabilities within Photoplus 5.5 meet, and sometimes
surpass, the commercial products that are out there.  You can download
the freeware at http://www.freeserifsoftware.com/serif/ph/ph5/index.asp\

They also have an option where you can order a CD (shipping only) and
get an additional 400 fonts, over 600 animated graphics.

The manufacturer of Photoplus, Serif Software, has a wide variety of
freeware graphic applications along with Photoplus.  These can be
found at http://www.freeserifsoftware.com/products.asp

Just wanted to add that although Serif PhotoPlus 5.5 is terrific, you
cannot export to .gif format in the download version. You have to
order the free CD (plus $2.95 S+H) in order to do that. With the
download version, you can only export to .bmp, .tif, and .jpeg format.
