Dear spurious,
Since your friend is travelling under Mongolian passport, I assume he
is also a Mongolian national and his native (and obviously only)
language is Mongolian. In that case, the chance of quickly finding a
person who speaks Mongolian and can help him is, indeed, very small
and virtually non-existant. I also found confirmed your assumption
that there is no embassy, consul or other representative of Mongolia
in Macau. The nearest Consulate General of Mongolia is located in Hong
Kong, but how can your friend get there to obtain a new passport or at
least provisional documents?
This is really a very complex problem. But after some research I found
out that the government of Macau has foreseen that such problems may
arise and provides a solution.
The Migration Office ("Serviço de Migração") of Macau writes on its
websites the following (translated from Portugese):
"The Migration Office helps in cases where foreign travel documents
have been lost. In such cases, a 'Declaration of Loss' including data
is emitted for a limited period of validity, so that foreign citizens
owning this 'Declaration' can travel to neighboring Hong Kong. There,
they can frequent their respective consulates to get new travel
documents. In cases where foreign citizens can't wait in Hong Kong for
the emission of their new documents, the validity of the 'Declaration
of Loss' is extended until there is permission to resume the journey."
"The foreign visitor can ask for the emission of 'Declaration of
Document Loss' in case the passport is stolen, to facilitate leaving
Macau for the respective consulate in Hong Kong in order to wait the
emission of a new document. (...) Formalities: To obtain the
'Declaration', it is necessary to report the loss to the police. They
will hand out a document confirming the complaint. This document,
together with three photographs, must be brought to the Section of
Inquiry of the Migration Office for verification purposes. After these
verification formalities, the 'Declaration of Document Loss' will be
emitted by the Commissariat of the Foreigners of the same office.
(...) Stated periods of Validity: Generally, the stated period of the
validity of the 'Declaration of Loss' emitted for owners of passports
and the like is 7 days."
The Migration Office of Macau is located in the following street in
Macau: "Travessa de Amizade".
Here are the two most important original Portugese terms your friend
should know for these formalities:
"Declaration of Document Loss" - "Declaração de Extravio de
Documentos"
"Migration Office" - "Serviço de Migração"
"Commisariat of the Foreigners" - "Comissariado do Estrangeiros"
I also recommend that your friend should write the following texts on
paper and carry them with him. It is not perfect, but it should help
avoiding confusion:
(For reporting the loss of his passport at the police)
"Eu sou mongolian. Eu não falo o chinês, o inglês ou o português. Meu
passport foi roubado. Confirme por favor que eu lhe relatei esta
perda, assim que eu posso ir ao Serviço de Migração começar um
Declaração de Extravio de Documentos. Meu dados pessoais: (Insert name
etc. here). Obrigado."
In English: "I am Mongolian. I do not speak Chinese, English or
Portugese. My passport has been stolen. Please confirm that I reported
this loss to you, so I can go to the Migration Office to get a
Declaration of Document Loss. My personal data: (Insert name etc.
here). Thank you."

"Eu sou mongolian. Eu não falo o chinês, o inglês ou o português. Meu
passport foi roubado. Eu relatei a perda às polícias. Está aqui o
original que as polícias me deram. Eu necessito um Declaração de
Extravio de Documentos porque eu devo viajar a Hong Kong para começar
originais novos do curso no consulate mongolian. Dê-me por favor
também uma observação que eu posso mostrar no Comissariado do
Estrangeiros mais atrasado. Obrigado."
In English: "I am Mongolian. I do not speak Chinese, English or
Portuguese. My passport has been stolen. I reported the loss to the
police. Here is the document the police gave me. I need a Declaration
of Document Loss because I must travel to Hong Kong to get new travel
documents at the Mongolian consulate. Please give me also a notice I
can show at the Commissariat of the Foreigners later. Thank you."
This is, I admit, not too elegant. But the officials should understand
it without any problems, and it should help your friend getting to
Hong Kong to the Mongolian Consulate General. Once he is in Hong Kong,
he will find the consulate here:
