I have a s-corp incorporated in Virginia. I plan to fill up the form
st-10 (http://www.tax.state.va.us/web_pdfs/busForms/fst10.pdf) and
apply for new account with my distributor. I notice the line
"Certificate of Registration No." next to the "Name of Dealer". I
wonder what it is and how to obtain one.

Thank you for your question.  You must register your business in the
State of Virgin, you must register with the Virginia Department of
Taxation prior to opening your business using Form R-1.  Once
registered, you will receive a Virginia tax identification number.  If
you indicate on your application for that you will be collecting sales
tax, remitting use tax, the department will send you a Virginia
Certificate of Registration for sales tax. This is your permit to
collect sales tax, and issue and receive exemption certificates. The
Virginia Certificate of Registration must be displayed at your place
of business.  You can find form R-1 at
http://www.tax.state.va.us/site.cfm?alias=RegBus
