This site   http://www.in-bizz.com/  claims that it will send
thousands, even millions of my message to ICQ subscribers for only $37.

Is this true or not? Will I really contact that many people with my message?

If it looks like a duck, and it walks like a duck... - or in this
case, if it looks like spam and it tastes like spam and it reads like
spam, then the fact that it calls itself Spam-less email just cries
out for a pinch of salt or two.  It might not work like spam from the
seller's end but it certainly looks like spam from the user end: an
unrequested, unwanted, mass mailed message.

You may get a hint of what you are buying into from the quality of the
English on this web site, spelling and grammar:
"No matter what amount of visitors it hauls in per day it is definatly
worth it..."
"Wether you consider the fact that you already spent a lot of money
trying to get traffic..."

That does not answer your question, but might be worth thinking about.
