I would like to use Adaptec APA-1460A PCMCIA SCSI controller 
under DOS. I've found few commercial solutions but I'm looking
for free one (shareware and trial versions will not satisfy me).

I'm not looking for a driver. I'm looking for free card and socket
services or point enabler.

Adaptec provides the drivers for free at
http://www.adaptec.com/worldwide/support/driverdetail.html?cat=/Product/APA-1460A&filekey=dosdrvr.exe
Just install the Card and Socket services from your PCMCIA/Laptop
manufacturer and then install these drivers.
