After thinking about it a while and doing some research, strategies
will vary dramatically depending on what you're trying to insure:
-- employees health
-- life insurance
-- property & casualty
-- motor vehicle
Laws will vary (even by state) and so might co-insurance strategies.

I've located a fair number of offshore, shelf companies, plus
information regarding formation of new offshore entities. I'll be glad
to provide an assessment of associated costs, however, it would be
very helpful to know your country of residence. Rules and fees differ.

Thanks very much for your efforts so far, in an effort to clarify:
The risk is a motor related risk, third party liability.
Ideally I would like the most cost effective solution available, the
UK would be ideal, however I understand this is expensive.
I'm resident in the UK as is the business.

My country or residence is the UK. I'm not massively concerned where
the insurance company be, jurisdiction wise, provided it's a
reasonably quality place.
