I want website addresses for sites that will provide details (topic of
stamp, date issued) for all postage stamps and postal souvenir sheets
issued in France and Monaco (going forward, beginning 1/1/03).  I want
to be able to access the site regularly to see what stamps have been
issued.  I prefer English, however French language is OK.

This would be comparable to the USPS site that follows:

New issues for Monaco are listed by Phil-Net on their web site at

La Poste posts philatelic information on the issues of Monaco at the
"Philinfo" section of its web site at
http://www.laposte.fr/philatel/index.htm .

Hi - thanks!  I found exactly what I want on the French postal site. 
But, I could not find the Monaco new issue listing on any of the sites
that you sent.

http://www.laposte.fr/philatel/index.htm did not seem to reference
Monaco anywhere.  Can you clarify?

The other sites that are supposed to list the new issues seem to sell
new issues for prior years but do not provide the list that I'm
looking for.  If you can clarify, I will appreciate.

Will still be happy to pay you for the search, because you found at
least half of what I wanted.

Forgive me, but I have a language disadvantge here and have depended
on information given on English sites to provide parts of my answer.

Perhaps we can work this out together.
There are several references to La Poste Philinfo as a source for new
issue information on Monaco.  However, like you, I have not been able
to locate the page of the web site. My French unfortunately is very
limited.

Here is a site last updated December 2002 which lists new Monaco
issues simply by title and date of issue.
