Doing a search on Expedia (http://www.expedia.com/) for hotels in
Monaco that have a rating of four stars or higher returned the
following results:
Le Meridien Beach Plaza - 5 stars

One of the most prestigious in Monaco, this hotel has a private beach,
a fitness centre, indoor swimming pool, and two outdoor pools. My
personal opinion is that a private beach, isolated from non-hotel
guests, is quite romantic.
De Paris Hotel - 4 stars

(The link brings you to the company that owns De Paris Hotel. They
also own many other hotels within Monaco)
Another luxury hotel, the De Paris Hotel is located in the heart of
Monte Carlo in front of a casino. Its hotel rooms face the
Mediterranean Sea. One of the highlights of the hotel is a statue of
Louis XIV on the property. I would also consider this hotel romantic.
Monte Carlo Grand Resort - 4 stars

According to the description, 'each room has its own private terrace
either overlooking the Mediterranean Sea or the flowering gardens'.
Again, romantic.
Hotel Mirabeau - 4 stars

This is a luxury hotel with many rooms that have terraces which
overlook the sea or the hotel landscape.

You would have to make a judgement for yourself whether these hotels
are romantic or not. However, I can confidently say that most luxury
hotels in Monaco have beautiful settings that may be considered
romantic.

the hotel's website or visiting Expedia (http://www.expedia.com/) and
searching for hotels in Monaco.
A final note - Monte Carlo is a neighbourhood within the city of
Monaco. Thus, a hotel in Monte Carlo is a hotel in Monaco.
