A friend who is a graphic artist saw your question and told me that
Corel Capture 11 seems to be the best software for your needs, though
it is part of a large and expensive graphics package, the CorelDraw
Graphics suite.
On to the features:
You can capture the current window, full screen, current object,
rectangular area, elliptical area and freehand area (irregular shape).
Even graphics larger than the screen can be saved (Area capture is
the part of the software that allows you to do this freehand capture).
It doesnt follow exactly your events-based capture, but the closest
to it is a feature on the Activation tab. F7 activates a feature
wherein capture occurs 1 to 60 seconds (you set the time) after
left-clicking. I think you could even automatically save after each
capture and capture anew in the same picked area.
On the Image tab, you can specify Black and White, 16-bit, greyscale
and other save settings. Dpi can be set from 10 to 600. It may go
higher than that, but at least you bypass 96 dpi. You can also change
the scale of your captured image (like a zoom feature).
Options tab allows you to set notifications for timed settings and
beginning/end of capture.

Unfortunately, CorelCapture can be obtained only in the CorelGraphics
11 Suite. But you can install it only without the other contents of
the Suite. You might be able to borrow an installer ;).

purchase CorelDRAW® Graphics Suite 11 at the upgrade price (SRP) of
$249 US.
