I had  filled  and  submitted  the  “Visa  credit card  joining  form”
 at  the  certain  website   for  which   www.msbill.com   provides 
online  credit  card  billing  transaction  service  but  that  form 
was   returned   and  I  did  not received the “password”  for
entering  into  the  website.  Please  “clarify”   this  situation.  
Note;  My  Visa  credit  card  is  ‘active’.

Have you already initiated communication with the billing service or
with the company that uses it and had no results?  I would urge you to
do that first.  Also, as it may require you to post personal
information here (name, address, etc) to fix the situation, you need
to be aware that the sharing of personal information by a customer or
a Google Answers Researcher is forbidden by the Terms of Service
agreement.

Hello Journalist-ga and please note that I contacted  that billing
company and I provided to it my Visa credit card number so that they
shall be able to locate my specific transaction but after that I did
not receive any response of that billing company. So please provide to
me "help" in this regard to solve this problem and please also note
that billing company does not provide "instant" online credit card
billing transaction service  so in this case what are the 'steps'
required so as to successfully  submit the credit card joining form? I
shall use my personal computer for that transaction. Thanks for your
help.

If the company's website doesn't prove clear means for contacting
them, you might find that www.networksolutions.com will be of help. It
is a leading domain registration service. At the top right of its home
page, find the "Whois" (i.e., who is?) link, and enter the domain's
name. It should provide mail, phone, and other contact information for
the website's registered owner, administrator and technical support.
