I need, frequently, short documents translated from Hungarian and
Czech to English, and vica versa. They aren't important, just
entertainment for me so I can't pay translation service prices, but
will be happy to pay someone on a reasonable basis for frequent work.

It is not clear what you're looking for as an answer: 
- A list of "cheap" translators in your region? 
- Translation machines (automated) so you could try it on your own? 
- Tips on finding a cheap translator?

Two possibilities:

1. Students of the languages identified through a notice on a college
noticeboard.

2. Translators living in Czech Republic and Hungary, whose rates can
be much lower than western agency rates.

I am living and working in Hungary. I'm fluent in Hungarian and you
can see my english writing in this massage. I would be happy to
translate short texts for you frequently. Could you give me any
further detail about the your hobby? I'm interested about the specific
language use that the translation involves. Price can be definatley
less than that of western agencies. I also have a Czech friend, maybe
I can tell her about this.
