A business associate of mine wants to write a complaint to the banking
authorities about a bank that has been deceptive and unfair to him .

Searching the Internet, he found these sites:

http://www.federalreserve.gov/pubs/complaints/

http://www.ncgov.com/asp/subpages/intention.asp?P=1&I=59

http://www.howtocomplain.com/

http://www.bankrate.com/brm/news/chk/20000728.asp

http://money.guardian.co.uk/howtocomplain/0,11609,643311,00.html

He is seeking for a site that has some good complaint letters against
banks or related service providers , so that he can draft a pungent
but effective letter .Better still a site that has case studies about
how some small businesses successfuly complained about their banks
being deceptive or unfair .

After some searching, I've found http://www.complaints.com to be a
veritable gold-mine of complaint letters. You should be able to find
what you're looking for here. The following links at the site were
found by using their search function w/ search terms such as "bank,"
"financial," "finance". I encourage you to try other search terms

The best place to lodge a complaint is with the Banking Ombudsman if
you are in the UK they deal with complaints individuals may have with
their bank. All coplaints should be made in writing and they then take
the matter up with the Bank. www.bba.org.uk is related website also
refer to the Banking Code at www.bankingcode.org.uk
