Sri Lanka's fisheries are regulated by the Fisheries and Aquatic
Resources Act or 1996.  If you do a Google search of the terms within
the brackets:

[lanka "Fisheries and Aquatic Resources Act"]

you will get about 70 hits of on-line material that discusses details
of the Act and its effectiveness (or lack thereof!).
