Dear answer11-ga;

Thank you for allowing me an opportunity to answer your interesting
question.

The 11th Amendment prevents suits against States by citizens of other
States or by citizens or subjects of foreign jurisdictions.
Theoretically, such a suit, if allowed to happen, would directly
impact you, as a citizen, by perhaps requiring your State to come to
its own defense out of its own pocket. The State may have to spend
great reserves at taxpayer's expense in order to answer a costly
and/or protracted lawsuit. These funds (tax payer’s dollars) would
eventually have to be replenished or services to which you may be
entitled by the state would have to be discontinued (temporarily or
permanently) in order to make up for the deficit. Along that same
line, if the suit were won by the plaintiff and the plaintiff was
awarded a huge sum as compensatory or punitive damages, the State
could find itself bankrupt and be ill prepared to handle a civil
emergency or defend itself against attack or revolt. Without the 11th
Ammendement, if the State was unable to pay these huge sums of money,
then legally, the State would be obligated to liquidate its assets
until the judgement had been satisfied - meaning that your state's
government and property could theoretically end up under private
ownership and control.
