I need to locate original adoption paper for my daughter, Valentina,
who I adopted from Russia in 1994 when I lived in N.Y.  I know it
exists as I needed it when she obtained her naturalized citizenship
papers, but somehow the document was lost when we moved to Arizona.  I
need the adoption paper in order to obtain a passport for Valentina.

There is no answer at this time.

It seems your best bet would be to contact the agency that handled the
adoption for you. Is that possible?
