Whick company manufacture neopor lightweight concrete, this light
weight concrete is used for bubble housing system?

I have not found any manufacturers of ready-mixed Neopor concrete. 
Please indicate if what follows is acceptable as an answer.  If not,
it might give a lead to other researchers to supply you with what you
require.

Neopor lightweight concrete is mixed on site like any other concrete,
but with the addition of the Neopor foaming agent.

Neopor System GmbH is “the foremost supplier of equipment, foaming
agent/pp-fibres and technology to produce air-cured and autoclaved
cellular lightweight concrete (CLC).”

It supplies:
“two types of Foam Generators. The BK-8 has an integrated air
compressor. The MFG is delivered without an air compressor,”
the Neopor foaming agent,

The concrete is then prepared on site like any other: “Only sand,
cement and water are mixed in accordance to the mix-chart recommended
by Neopor, taking into consideration the most suitable raw materials
or those which are available… If NEOFIBER is used, it has to be added
to the dry mix, after sand (1) and cement (2) have been added and
firmly mixed, but before adding water, allowing the fibrillated fiber
to "open up" “
