Hi,

Here are the best pay per click search engines (PPCSEs) that I found
based on the criteria that you posted.

1. Google Adwords (https://adwords.google.com/select/main?cmd=Login)

Although this is not really a pay per click search engine, it behaves
very much like one. You pay to be listed on the right of the search
results page (for the right keywords of course).

The quality of the clicks is excellent. It also has many customer
friendly features and a very high traffic.

2. Overture (http://overture.com)

The grand-daddy of the PPCSEs, it is still (by far) very good.

The minimum bid of 5 cents though is a big disadvantage. Very good
click quality. Nice tools too.

3. Findwhat (http://findwhat.com)

The decent traffic, very good click quality and low bids, secure the
3rd place for this PPCSE.

4. Ah-ha (http://ah-ha.com)

I knew this site. It used have a small traffic, but now it's bigger.
Good click quality.

5. Goclick (http://goclick.com)

Traffic is OK. A very good set of tools for the customer.

Note: Some of the PPCSEs that are rather good have some major
down-falls and that's why they didn't make it to the top 5. Here they
are in case you decide to pay them a visit:

7search (http://7search.com) - hard to navigate + paid affiliate
clicks

Kanoodle (http://kanoodle.com) - low traffic, poor quality traffic

Epilot (http://epilot.com) - low traffic

Espotting (http://espotting.com) - UK focused, high quality traffic
though

A personal feeling: the top 3 is the real top. The distance to the
others is... huge!

This information comes mostly from discussion on list-servs, such as
the Lawmarketing listserv and online ads. The general consensus is
that Overture and Google Adwords are the highest performing PPC
engines. They get most of the traffic and have the least trouble with
fraudulant clicks. In any case, you should check your own server logs
against the records they send you, look to see if the traffic you get
reflects the clicks you're being charged for. Also, check to make
sure that the traffic is coming from countries relevant to your
keyphrase.
Looksmart's new PPC service is not getting good reviews at this time.
