I rencently installed a voltage regulator because I have solar. Any
ways both  red lights come on which means the voltage is low, is this
OK to run it like this? what does this mean? is it normal? Also how
many amps does  a computer (desk top PC) draw. when doing internet
work.

In short, no! I mean run any appliance on this.

well, you answered it yourself! yes, the voltage is low. the solar
panels are not generating enough voltage.

This depends on on how much sunlight you are getting.

It depends on the configuration of your PC. If it is a normal PC, like
it seems, with no extra hardware, it should draw 250W and the monitor
draws current depending on the size.

I will need more info on your setup, to give you a solution to this
problem. Please let me know what is the solar system you are using,
and some details of your computer monitor.
