How do I or what do I need to open an email attachment type -
self-extracting (application/octet-string) with encoding: base64?

Do you know the sender of the file? Are you aware of what the file may be?

Am I missing something? You say it's "self-extracting." That usually
means it's a self-contained executable. You just download it and run
it, and it unpacks (unzips, unstuffs, whatever) as needed. It may even
automatically start an install program. What do you need to know that
you can't figure out from what you've got?
